Communities Between the Walls

On 15 February a new exhibition opened in the gallery space on the staircase at the Danish Architecture Centre.

Communities Between the Walls is a counterpoint to the recent reports on social housing and ghettoes. Here are a number of major art projects that have been initiated in areas of deprived or poor housing in urban areas including the new library recently completed in the Tingbjerg housing scheme and the major projects in Gellerupparken in Aarhus.

A major revision of the famous Finger Plan of 1947 was initiated in April 2016 and after a period of public consultation - when the 34 municipalities of the capital region were given time to submit comments - a first version of a new plan came into force in June 2017,

Published on 24 January 2019, this is the next stage of that report and there will now be a period for public consultation through to 21 March 2019.

The Finger Plan from 1947 was a key planning report that set the course and controlled the form and the extent of development out from the city through the second half of the 20th century and its influence has continued into this century so it has had a huge impact on the city for more than 70 years.

That plan, to control development, was based primarily on existing lines of the suburban railway that radiate out from the centre of the historic city and new development has been centred on railway stations but with a web of green open space between the fingers … protected countryside that has been crucial as space for nature and for recreation that has stopped the expansion of the city from becoming a solid urban block like London or becoming a sprawl of unregulated development.

The new plan is setting out how to allow for but control further expansion of the city and the region through to 2030 and beyond and it will focus on problems caused by climate change that makes green space and the control of surface water and flooding from the sea increasingly more important. Protection of green land is seen now to be a balancing act and new proposals will be controversial as some green areas could be lost - for instance where they are compromised by being close to major transport links - but there appears to be a commitment to add new areas of protected green space and particularly where this has a clear role in enhancing recreational use.

In 1947, the original Finger Plan, set out the principle that development should be along the suburban rail lines with large buildings, such as city halls and shopping centres, close to the railway stations but the new plan will give the municipalities more freedom to plan for larger commercial buildings with some users up to 1000 meters from the stations in the towns of Helsingør, Hillerød, Frederikssund, Roskilde, Køge and Høje-Taastrup.

Three special areas are designated in Nærum, Kvistgård and Vallensbæk, where it will be possible to plan for larger commercial buildings with many users.

Planners and politicians want to strengthen secondary retail development in the metropolitan area with enhanced areas for local retail in Hillerød, Ishøj, Lyngby and Ballerup along with development in Helsingør and a new town center in Kokkedal.

The report includes proposals for major developments on new land that will be claimed from the sea with Lynette Holmen, a new artificial or man-made island across the entrance to the harbour - where there will be housing for 35,000 but also the island will be part of major coastal defences to protect the inner city from flooding if there are storm surges in the sound. South of the city, Avedøre Holme will be a group of new islands that will be, primarily, for major industrial development. It has been suggested that these developments will bring 42,000 new jobs to the city.

Under consideration is a section of new motorway around the city with the construction of what is called Ring 5 north from Køge, to follow a route between Copenhagen and Roskilde. Presumably, this is connected to assumptions that new traffic will be generated when the road and rail tunnel between Germany and Denmark is built. That international link was given final approval by the German region in December and could be open by 2035. An outer motorway west of the centre would be important for the region because it is possible that by the middle of the century a new major engineering project could be justified so building a bridge or tunnel link between Helsingør and Helsinborg in Sweden that would create a Hamburg-Copenhagen-Stockholm axis with the German and Swedish cities just 500 miles or 800 kilometres apart and with Copenhagen and Malmö at the centre point.


The text of the new plan is set out as major bullet points simply because this is a document for the next stage of consultation but it is worth reading, even at this stage, because local citizens should see this as one way, at the very least, of understanding how their city could develop over the next decade and, of course, like the original Finger Plan, it will set the framework for life in the city and for the built environment of the city through to the middle of the century and probably for a much longer time frame. What the report does have, even in this version, is attractive and informative graphics for a series of maps that make the hard data and the stark proposals easier to see in terms of specific areas and their potential extent and their impact on the landscape.

Denmark's capital city Initiatives to strengthen the metropolitan area

A planning initiative for the metropolitan area of Copenhagen was launched at the end of January and is based on the findings of a committee that has been working since last May.

This includes proposals for the period through to 2030 and is presented under four main headings to cover Housing; Transport; Growth and the environment with recreation

This is an initiative by the city to bolster the capital area including plans to create homes for 200,000 more citizens. There are plans to improve transport links - so this is for the immediate period after the opening of the new inner city ring of the metro and preparing for the next stages for inner city transport including more metro lines but also improving motorway links in anticipation of the completion of a new road and rail tunnel linking Denmark and Germany.

The initiative also anticipates more work on flood risk from climate change and there are plans to bolster tourism with the potential for carefully-controlled expansion of the airport as a growing hub for a much wider region.

These proposals have been set out as 52 points across those four headings and should be read along with the revised Finger Plan for 2019 that also covers the period through to 2030.

Ét Danmark uden parallelsamfund / One Denmark without a parallel society

This was a difficult post to write because it is about sensitive political and social issues but the subject is important and not least because there are broader implications for planning and housing in Denmark that will influence future planning policies and should, as a potential model, have a much wider relevance for many countries where there is rapid population growth in urban areas and where housing is concentrated in housing schemes.

In the New Year the government published a report - Ét Danmark uden parallelsamfund / One Denmark without a parallel society - that sets out a policy to tackle problems in some urban areas in Denmark that will now be defined officially as ghettoes.

“when we reside differently we behave differently”

 

 

When the Danish Architecture Centre moved into its new building last summer, their first major exhibition was called Welcome Home and looked at Danish housing. The first section to that exhibition was a timeline that gave an overview of the development of housing in Denmark through the century from 1900 and then the main part of the exhibition looked at recent housing … at how the planning and the building of homes is evolving and changing with new requirements for appropriate homes; new configurations of living space; new approaches to conservation and the use of new building materials and new construction methods.

Immediately after that time line - and really part of the introduction - there was an important section that looked at statistics for housing in Denmark … first at data that marks out some of the differences in lifestyle when people own their homes and  when people rent their homes and then at data that demonstrates that there are now many different types of household. And these different family dynamics seem to suggest that different people now need different types of home at different stages in their lives.

Particularly in Denmark, a well-established and strongly democratic country with less-obvious extremes between wealth and poverty than in may countries - it is easy to assume that change is now relatively slow and that a home is simply a home and most people live in much the same way. In fact, statistics show that society is changing quickly … or at least quickly when compared with the time needed for planners, architects and builders to respond by trying to build the homes people want in the places where people want to live.

data to plan for housing needs in the future

Danskerne i det byggede miljø / Danes in the built environment is a detailed annual survey that asks Danes about their homes.

Information for the most recent report was gathered in April 2018, when 7,090 people completed a questionnaire from Kantar Gallup A/S for Bolius. The results have been published by Realdania and the most recent edition is now available on line.

These surveys have been conducted every year since 2012 so now they provide an important data base but have also tracked changing attitudes so they should influence decisions by planners and should prompt architects, builders and designers to assess carefully the real problems people encounter because the surveys show how people perceive problems and show how these are prioritised. 

The survey is published with general points and summaries but most of the information is set out in a large number of tables. These provide a fascinating insight not just into day-to-day practical problems people have and about the way they complete maintenance and repairs but also broader issues about neighbourhoods - about what makes a good neighbourhood - and how all these factors together influence how people rate the quality of their lives.

More than 6 out of 10 Danes believe that their home is important when they consider the quality of their life … for 22% of Danes  their home is of very high importance and for a further 41% their home is of high importance when they consider the quality of their lives.

Alvar Aalto Paimio Sanatorium

 

This small exhibition - described by Designmuseum Danmark as a "pop-up exhibition" - is based around two chairs from the permanent collection - Armchair No 42 and the Paimio Chair - also known as The Ring Chair - designed by Alvar Aalto and both used in the Paimio Sanatorium. The hospital in south-west Finland designed by Aalto was built specifically for the treatment of patients with tuberculosis - and was completed in 1933.

The chairs are displayed with historic photographs and copies of drawings that have been selected to show how important the hospital was and to put those two chairs in context.

Aalto was born in February 1898 so he was four years older than Arne Jacobsen. The exhibition does not compare directly the work of the two architects but there are marked and very important similarities. They grew up and then studied as architects in a period of massive social, political and economic changes in Europe and in a period that saw rapid advances in technology and industrial production that had a huge impact on architecture and furniture design. Political changes were more dramatic for Aalto because Finland only emerged as a nation, independent from both Sweden and Russia, in 1918 after a revolution.

 

Both architects, through the 1920s and through their first commissions, absorbed and readily adapted their designs to building in the relatively new material of concrete and the new techniques of construction that went with that material … so generally buildings with piers in concrete that supported concrete floors and, as a consequence, with freedom to experiment with external and internal walls that were no longer load bearing and with few restrictions in terms of height in buildings that could be constructed quickly.

Crucially, both architects worked on all aspects of a project … so not just the plan and structure of a building but all details of windows, door handles, light fittings and, for both men, designs for furniture.

They each achieved a uniform aesthetic in their buildings, and that was important, but it was also driven by the need for efficiency and an attempt to rationalise construction and manage costs - to produce as much as possible off site and to reduce the number of variations and options for the same reasons … so what became important was how they put together the parts and that was determined by function and not a hierarchy of fittings as in so many public and domestic buildings before the 20th century.

 

Here, in this exhibition, the two chairs show how Aalto was at the forefront of technical developments in furniture manufacture. His grandfather was a forester and taught at the Evo Forest Institute south of Tampere and Aalto himself developed a specific technique of cutting down into a length of squared-off timber, interlayering with thin slips of wood inserted into the cuts and with glue and steam bending and formed the timber for the frame for chairs and tables and other furniture.

He was one of the first designers to exploit and develop the use of plywood which again was bent - rather than used as flat sheets - to create a continuous surface for the seat and back of a chair but he also extended the bend or curve of the plywood to form a rounded support for the head and a rounded support for the back of the legs.

It is important to look carefully to see how the plywood shell of the seat and back and the bent-wood frame are joined together - with lugs or tabs in strategic positions on the edge of the plywood that fit into slots in the frame - and how crossbars link the frame on each side but also support the plywood at critical points.

 

Because of its topography and climate, Finland does not have the variety of native timbers for furniture making and house building that are found in Sweden and Denmark so the form of the chairs is not an odd whim of aesthetics but was necessary to be able to use native rather than imported timber - to do what was possible with native birch - a relatively small tree.

And the design of the chairs - and the distinct features of the building - reflect the nature of the disease treated at the hospital.

Tuberculosis was a contagious disease that effected the lungs but could also infect bones and the nervous system. By the early 20th century it was the cause of death of 7,200 people a year in Finland or about 13% of mortality year on year in the country.

When the hospital opened, treatment was based around providing patients with good nutrition and bed rest in the early stages of the disease and then with sun and fresh air although bright light and noise effected many sufferers badly.

The chairs are relatively low and long so the sitting position is close to reclining and the bent-wood frame and plywood provide a level of flexibility for long periods sitting in the sun or fresh air. The construction in wood was lighter than anything comparable that used tubular steel, so the chairs could be turned easily to be angled towards the sun and they were not upholstered to reduce contamination. Note that the Paimio Chair has narrow horizontal slits cut through the head rest so that air could circulate around the face.

The first private Sanatorium in Finland was opened in 1895 and the first owned by a federation of municipalities opened in 1914 but after passing a Tuberculosis Act in 1929 eight large sanatoriums were constructed with total of 2,500 beds and Paimio was the last to be completed in 1933 for 296 beds for patients from 52 municipalities including the city of Turku with an allocation of 100 beds. Because tuberculosis was contagious, the hospitals were generally set in countryside away from towns … the Sanatorium at Paimio was 20 kilometres east of Turku set in an area of woodland.

With the discovery of anti biotics, it became possible to alleviate and then control the spread of the disease and in 1960 the sanatorium buildings were modified and converted for use as a general hospital.

KADK Afgang Sommer’17

 

This weekend is the last opportunity to see the exhibition of the projects and work of this year's graduates from the Royal Danish Academy of Fine Arts Schools of Architecture, Design and Conservation … a densely packed show of the talents and the phenomenal imaginations and skills of the students who have just completed their courses in Copenhagen.

There are profiles of the students and photographs and descriptions of their work on the KADK site.

Art of Many and the Right to Space

 

 

This is the exhibition that was the Danish contribution to the Venice Biennale of Architecture last year. The main section is an extensive display of architectural models from major architects and design partnerships in the country and the aim is to illustrate the importance of high-quality architecture in Denmark and, in a broader sense, the contribution of architecture to the community as a whole.

There is an important audio visual show by Jan Gehl about the work of their planning office in Copenhagen.

Det Byggede Danmark - The Built Denmark - Part of Our Lives

 

This exhibition, created in collaboration with the Home Economics Research Center, looks at the built environment in terms of quantities and statistics rather than architecture and engineering and aesthetics. So, this is the real information about the cost of what we do and how we live and this is the information that should inform how we plan for the future … what we can do but also what we should do and what we have to do to mitigate for how we have lived up to this point.

This is the hard and unforgiving but fascinating and crucial data about the built environment and about the infrastructure of everyday life - information that a country needs to make major planning decisions for the coming decades - but that data is presented clearly and well because there has to be a general level of understanding about what and why so that there can be broad consent about how and when.

The research has been published by Boligøkonomisk Videncenter and can be ordered or downloaded in pdf format from their site set out in three books that look at

  • extent structure and value

  • quality of life residential and workplace

  • environment energy and water

 

 

 

as text - or even as a table of numbers - the amount of water used by each person - 115 litres every day - is difficult to appreciate but set out in ranks of plastic bottles it is easier to understand and the message is clear .....

Torvegade in Copenhagen ... city planning from the 1930s

 

This post was inspired by a stroll over Knippelsbro - walking back to Christianshavn from the centre of the city in clear but soft late-afternoon sunlight.  

Knippelsbro is the central bridge over the harbour in Copenhagen and I have walked over the bridge dozens and dozens of times - I live just a block back from the bridge - but the sun was relatively low and lighting up the north side of Torvegade - the main street cutting south through Christianshavn from the bridge. The traffic was light so it seemed like a good opportunity to take a photograph.

It was only then that it really registered, for the first time, that here is a long line of very large apartment buildings and all dating from the 1930s.

Five large apartment blocks in a straight line - two buildings between the wide road sloping down from the bridge and the canal and then three more beyond the canal before the old outer defences of Christianshavn and the causeway to Amager. Five large city blocks over a distance of well over 400 metres and cutting straight through the centre of the planned town laid out by Christian IV in the early 17th century?

Clearly, this is city planning from the 1930s on a massive scale and not something I had seen written about in any of the usual guide books or architectural histories.

Functionalism - apartment buildings in Copenhagen in the 1930s

In Copenhagen, there is a clear change from the apartments buildings that were constructed in the late 19th century and early 20th century and the apartment buildings from the 1920s and 1930s. 

In the 19th century each building was different from the next, often with relatively ornate doorways, carvings and complex mouldings for the street frontage and inside the arrangement of the apartments was often dictated by a narrow plot with existing buildings on either side that determined where and how windows to the back could be arranged. Even within a building, there were often differences between one floor and the next in both ceiling heights and in the quality of fittings. 

By the 1920s, plans of individual apartments became simpler and they were generally more compact and certainly more rational in their arrangement of the rooms and staircases. Because many of these new buildings were on new sites outside the old city, or if they were within the city a whole block could be cleared of old buildings, so there is generally a greater sense of uniformity within larger and larger buildings. 

In part, this was because, in this period immediately after the First World War, there was a severe housing shortage and, to a considerable extent, the functionalism and the adoption of new building techniques was driven by a need to build as many apartments as possible and as quickly as possible.

Looking back over the last year or so, one theme seems to stand out for me from looking at new architecture and recent planning in Copenhagen and that is the importance of public urban space … how it is used and how it can be improved and how new developments have to enhance or have to add to the public spaces of the city.  

Last year there was a major exhibition here addressing how we use or could use public space - Reprogramming the City at The Danish Architecture Centre - and their exhibition through this summer was Lets Play, on outdoor leisure in the city. The current exhibition at the Centre, Our Urban Living Room looks at the work of the Copenhagen architects COBE and is primarily about the interaction between buildings and public space and looks at how that relationship either has to reflect and respect recent change in society or the provision of public spaces can be proactive and can change how people appreciate and use open space. 

I've put together a collection of photographs - most taken through this last year - of public events outside, so the outdoor exhibitions and displays of art and sculpture, the popularity of eating outside, the gardens - not just parks but also private gardens planted in public space and the amazing courtyards to apartment buildings that are part private and part public space and of course the water in the city … the harbour, the canals, the inner city swimming areas and the beaches along the Sound are all important. Public areas are used for running, taking exercise and skating - on a number of evenings during the summer roads are closed so thousands of skaters can complete a circuit of the city - and there is actually an organised run where people cut through buildings and gardens on the designated route to show people as much of the city as possible (presumably as quickly as possible). 

 
 

At every opportunity citizens move out of their apartments to sit and talk, to picnic, to play boules on the edge of a city square. Space for exercise and play for children and also adults is important but large areas of open space are not always available at ground level so there is now a roof-top playground above a car park that has amazing views over the harbour and there are gardens and restaurants on roofs.

I've not lived in a city until now where quite so much day-to-day life is outside and where so much of the planning and the design of new buildings is focused on encouraging and enabling even more life to be lived outside.

The seminal study of urban spaces of the city is New City Life by Jan Gehl that was published in 2006. In that book he explains that “Copenhagen is one of the cities that has made the most targeted efforts to mould its space to match developments in society” and he comes to the crucial conclusion that “In the 21st century, designing good city space where people want to be has become an independent and demanding discipline in terms of planning, design and detailing. The time when useable city space arose between buildings by coincidence or as a post-construction afterthought is definitively over.”

defining our urban space

A recent post was about a new school - Kids’ City in Christianshavn designed by the architectural studio COBE - where the spaces - both the spaces within the buildings and the spaces outside between the buildings - have to be flexible to respond to a huge range of very different activities - and many of those activities are about creativity and things done together and achieved together.

At the opposite end of Christianshavn, but possibly a world away, is a large city block, that covers more than 10 times the area of the school. A local development plan was drawn up 20 years ago for the site of what had once been an important ship yard and diesel engine works - a tightly-packed group of industrial buildings of different periods and different styles - that were all to be demolished. Now, in their place, there is a line of imposing and expensive commercial office buildings - six blocks lined up along a harbour frontage - and three large courtyards of expensive apartments. But in those buildings and in that plan too there are interesting lessons to be understood about how architects and planners create and manipulate urban spaces and how we, as occupants or as users or maybe simply as citizens walking past, respond to and use those public spaces.

Also, these Christiansbro buildings designed by Henning Larsens Tegnestue seemed to be a good place to end, at least for now, the series of posts on this blog over the last couple of months about cladding on modern buildings. Perhaps more than any other group of buildings in the city, they illustrate an important aspect of modern architecture that is not often discussed in books or in the more general media. That is that we live in an age where the individual - the star architect or the latest iconic building - takes centre stage so we tend to read a facade as belonging to and defining the building … so the facade is the public front to the building behind. On a narrow plot in a narrow city street the public will see and recognise a building from just its single entrance front although on a larger and more open plot, a prestigious new building will have four or perhaps more sides to admire and those facades define the volume of the building and possibly, but not always, define and express how the internal spaces are arranged and used.  

But what you see - and see clearly in the Nordea Bank buildings at Christiansbro by Henning Larsen and the apartment blocks at the end of Wildersgade - is that actually it is the public spaces that are defined by facades and, for people walking through the area or using those open spaces, what is behind the facade is probably not accessible, unknown and, to some extent irrelevant. So, for us, the materials used on the front of those buildings and the design and character of the facades define the urban spaces that we use and move through. At its simplest, a public square or even a space between buildings can be read as a volume - a box without a lid - defined by four walls that just happen to also be four facades. Looked at in that way then maybe our response to the design of some modern buildings should be different. Perhaps we should not see a facade as the interface they, the architect and the developer, provide between our space and theirs but as the walls and boundaries of our space.

The first stages of Kids’ City - buildings along Princessegade in Christianshavn in Copenhagen - have opened although there is still construction work on part of the site and work on hard landscaping and planting is ongoing but already it is clear that the design of this new school will be innovative and inspiring. 

When finished there will be up to 750 children here, ranging in age from babies in the pre-school area through to young adults of 17 or 18 in their last years of schooling so Kids’ City will be the largest ‘pre school and youth club’ in Denmark. 

That presented COBE, the architects, with distinct challenges. On a relatively tight plot of around 11,000 square metres, the buildings have to be extensive but have to allow for as much space as possible outside for sport and play and other activities. As a single unified block it could have been over bearing and even rather daunting for small children but this school also has to provide an appropriate setting and the right facilities for such a broad range of age groups that it could never be a place where a one-class-room-fits-all approach was possible.

The solution has been to link together a number of simple blocks, most of two stories and some with gabled roofs and some set at angles to create groups and small courtyards and to treat the site as a small city with different neighbourhoods and public spaces. The separate parts are even described as if they are the distinct and recognisable elements of a diverse but well-established community so rather than an assembly hall or school hall there is a Town Hall; rather than a dining hall or canteen there is a restaurant,  and there will be a stadium and a library and a museum and even a fire station and a factory.

Play and fun are an incredibly important part of the whole scheme so there will be a beach along a canal where there will be canoes and places to have a bonfire "to roast marsh-mallows."
